I know the requirement for Smallest system is 2.6.11+, but back in the days (10+ years ago) I did a DSL modem/router/gateway in 2MB flash and 8MB RAM based on 2.4.17 kernel on MIPS. Lots of customization and size-optimization in the kernel as well as roll-your-own user-space... There were also 2MB/4MB and even 1MB/4MB attempts, but not much functionality could fit in that footprint and hence no commercial product was ever released with such tiny footprint. So, 2MB/8MB was the smallest ever achieved.
